Plaintiff Alleges Village’s Misconduct Led to Fraudulent Citation Targeting

The Kirk Jermaine Reeves Trust has filed a significant legal complaint against the Village of Alsip, accusing them of violating federal and state laws through an allegedly fraudulent traffic citation process. The complaint was filed on November 26, 2025, in the United States District Court for the Northern District of Illinois, Eastern Division. The case centers around accusations that Officer McIntyre of the Alsip Police Department unlawfully targeted Kirk Jermaine Reeves with premeditated traffic citations.

According to the court documents, on July 13, 2025, a citation was entered into the Cook County docket against Kirk J. Reeves before any alleged violation occurred. This pre-filing is presented as evidence of “premeditated targeting.” At approximately 7:40 AM that day, Officer McIntyre conducted a traffic stop at Eco-Brite Car Wash—a location regularly visited by Reeves—where he allegedly inserted a false email address into the citation record without authorization. The plaintiff claims this action was part of a coordinated effort to falsify records and obstruct federal filings.

The complaint accuses the Village of Alsip and its representatives of several violations under federal statutes including conspiracy to deprive rights (18 U.S.C. § 241), enforcement under color of law (18 U.S.C. § 242), making false statements (18 U.S.C. § 1001), digital identity fraud (18 U.S.C. § 1028), unauthorized access to digital systems (18 U.S.C. § 1030), and obstruction of justice (18 U.S.C. § 1512). Additionally, it alleges state law violations such as tampering with public records and official misconduct.

Reeves seeks substantial damages from the court—$25 million in compensatory damages for reputational harm and procedural sabotage, along with $75 million in punitive damages aimed at deterring future misconduct by municipal authorities. Furthermore, Reeves requests declaratory relief affirming fiduciary standing and jurisdictional immunity for his trust estate, as well as injunctive relief to prevent further enforcement actions or digital manipulation targeting him or his trust.

Representing himself pro se, Kirk Jermaine Reeves is demanding accountability from Alsip officials while seeking judicial intervention to halt what he describes as an orchestrated attack on his rights and reputation. Judge Andrea R. Wood will preside over this complex case with Magistrate Judge Laura K. McNally assisting in proceedings under Case ID: 1:25-cv-14502.
