Kirk Jermaine Reeves, Trustee of the Kirk Jermaine Reeves Trust, has filed a lawsuit against an Alsip police officer in the United States District Court for the Northern District of Illinois on November 26, 2025. The complaint accuses Officer McIntyre of engaging in a premeditated scheme to target and defraud the plaintiff through falsified traffic citations and unauthorized digital entries.

According to the court documents, the incident began on July 13, 2025, when a citation was pre-filed against Kirk J. Reeves in Cook County before any alleged violation occurred. This act suggested premeditated targeting by Officer McIntyre, who later executed a traffic stop at Eco-Brite Car Wash—a location regularly visited by Reeves. During this stop, McIntyre allegedly inserted a phony email address into the citation record without authorization from Reeves or his trust estate. The complaint states that these actions were part of a coordinated effort involving municipal and digital systems to deprive Reeves of his federally protected rights.

The lawsuit outlines several federal statute violations including conspiracy under 18 U.S.C. § 241, acting under color of law under 18 U.S.C. § 242, making false statements under 18 U.S.C. § 1001, digital identity fraud under 18 U.S.C. § 1028, unauthorized access under 18 U.S.C. § 1030, and obstruction under 18 U.S.C. § 1512. Additionally, state violations are cited such as tampering with public records and official misconduct.

Reeves is seeking compensatory damages amounting to $25 million for reputational harm and procedural sabotage as well as punitive damages totaling $75 million to deter future misconduct. Furthermore, he requests declaratory relief affirming fiduciary standing and jurisdictional immunity along with injunctive relief to prevent future enforcement actions targeting his trust estate.

Representing himself pro se in this case is Kirk Jermaine Reeves as trustee for the Kirk Jermaine Reeves Trust. The case is presided over by Judge Elaine E. Bucklo with Magistrate Judge Laura K. McNally assisting in proceedings under Case ID: 1:25-cv-14504.
