A resident of Westchester, Illinois, has filed a lawsuit alleging civil rights violations by local police officers. On November 24, 2025, Dimitri Mamulaishvili lodged a complaint in the United States District Court for the Northern District of Illinois against Police Officers Jerrold Dildine and Victor Valle, as well as the Village of Westchester.

The lawsuit stems from two incidents involving Mamulaishvili and the defendant officers. The first incident occurred on August 15, 2024, when Mamulaishvili was stopped by Officer Dildine while riding his bike on Suffolk Avenue. According to the complaint, Officer Dildine detained and questioned Mamulaishvili without justification and exhibited rude and hostile behavior. The situation escalated when Officer Dildine allegedly reached for his firearm without cause and detained Mamulaishvili for approximately 30 minutes.

The second incident took place on September 29, 2024, at Mamulaishvili’s home. After lighting a wood fire in his backyard, emergency services were called by an unknown passerby. Upon arrival, Officers Dildine and Valle reportedly threatened and intimidated Mamulaishvili without justification. During this encounter, Officer Dildine again reached for his gun and shouted at him before arresting him without probable cause. A female officer further aggravated the situation by aggressively shouting at Mamulaishvili and shining a flashlight into his eyes unnecessarily long before arresting him.

Mamulaishvili claims that these actions resulted in false charges of criminal damage to property being filed against him. He alleges that he suffered emotional injuries, constitutional violations, loss of liberty, economic losses, attorney’s fees, and other damages due to the officers’ conduct.

The complaint accuses Officers Dildine and Valle of using excessive force in violation of the Fourth Amendment rights under 42 U.S.C. §1983. It also includes claims of false arrest and equal protection violations under federal law. Furthermore, it seeks indemnification from the Village of Westchester under Illinois law for any compensatory damages awarded against the officers.

Mamulaishvili is seeking compensatory damages for physical injuries, pain and suffering, emotional anguish, humiliation, monetary loss and expenses incurred due to these incidents. Additionally, he is pursuing punitive damages against both officers to deter similar future conduct. Attorney’s fees pursuant to 42 U.S.C. §1988 are also sought as part of this legal action.
