Illinois Attorney General settles with staffing agency over no-poach practices

Attorney General Kwame Raoul has announced a settlement with Alternative Staffing, Inc. (ASI), resolving allegations that the company participated in a no-poach agreement with other staffing agencies. The settlement, pending court approval, requires ASI to pay $1 million to compensate temporary workers who were affected by the agreement.

“This settlement includes relief for workers who had their wages and job opportunities limited by this unlawful activity,” Raoul said. “My office will continue to enforce laws that protect workers’ rights to fair wages and freedom to seek better employment opportunities.”

The lawsuit, filed in 2022 by Raoul’s office, targeted six staffing agencies including ASI and its client Vee Pak LLC (Voyant Beauty). The complaint alleged these agencies agreed not to solicit or hire each other’s employees. According to the Attorney General, Vee Pak acted as an intermediary by facilitating communication and helping enforce the agreement. The lawsuit claims this arrangement reduced competition and harmed temporary workers in Illinois by limiting their ability to pursue better jobs, wages, and benefits.

Under the terms of the proposed settlement, ASI will pay $1 million primarily for compensation of affected temporary workers. The company is also required to ensure that workers can freely choose their employers going forward. In addition, ASI must implement compliance measures and is prohibited from engaging in antitrust violations.

The case against Vee Pak remains ongoing after a circuit court denied defendants’ motion to dismiss in April 2025.

This action follows several recent settlements by Raoul’s office involving similar allegations against other staffing agencies: Surestaff LLC settled for $300,000 in December 2025; Staffing Network LLC for $275,000 in November 2025; Midway Staffing Inc. for $200,000 in June 2025; and American Quest Staffing Solutions Inc. along with Creative Staffing Inc. settled for $120,000 in December 2023.

These efforts are part of broader initiatives led by the Illinois Attorney General’s Office to advocate for vulnerable groups such as workers across Illinois as outlined on its official website. The office also handles thousands of consumer complaints annually and works toward promoting safer communities and protecting consumers.

Attorney General Raoul encourages individuals who believe their workplace rights have been violated to call his Workplace Rights Hotline at 1-844-740-5076 or file a complaint online through the Attorney General’s website.

Supervising Attorneys Paul J. Harper and Brian M. Yost from Raoul’s Antitrust Bureau, along with Deputy Bureau Chief Christian Arizmendi from the Workplace Rights Bureau, handled these cases.
