In a shocking case of alleged police misconduct, a man who spent over three decades behind bars for a crime he insists he did not commit is seeking justice. David Kruger has filed a lawsuit in the United States District Court for the Northern District of Illinois on November 21, 2025, accusing former Chicago Police Detective Reynaldo Guevara and other unnamed officers of fabricating evidence that led to his wrongful conviction. The City of Chicago is also named as a defendant in this high-profile case.

The lawsuit paints a grim picture of systemic corruption within the Chicago Police Department, particularly under the watch of Detective Guevara. According to Kruger’s complaint, Guevara engaged in “abhorrent and unconstitutional misconduct,” which included manipulating witnesses, coercing false testimonies, and fabricating evidence. These actions allegedly resulted in Kruger’s wrongful conviction for a shooting that occurred on May 23, 1987—a crime he maintains he did not commit. The complaint highlights how Guevara’s notorious methods were well-known yet ignored by city officials who allowed such practices to persist unchecked.

Kruger’s conviction was overturned more than thirty years later due to what the criminal justice system recognized as misconduct by Guevara. The complaint accuses the City of Chicago of failing to address known patterns of abuse by its officers and maintaining policies that enabled such injustices. It references numerous cases where similar tactics were used by police officers leading to wrongful convictions. The lawsuit argues that these systemic failures violated Kruger’s constitutional rights under both federal and state laws.

David Kruger seeks compensatory damages for the years lost to incarceration and the ongoing psychological trauma resulting from his ordeal. He also demands punitive damages against individual defendants like Guevara and requests that the court hold the City accountable for its role in perpetuating these unlawful practices. Through his attorneys at Loevy & Loevy, Kruger calls for a jury trial to ensure all issues are thoroughly examined.
