Chicago chiropractor receives nearly six-year sentence for $2 million healthcare fraud

A Chicago chiropractor has been sentenced to nearly six years in federal prison after being found guilty of submitting over $2 million in fraudulent insurance claims for services that were never provided.

Clarence W. Brown III, who owned and operated Dr. CB3 Wellness, Inc. and Apex Integrated Medical Center, Ltd., both located in Chicago, submitted more than 6,000 false claims to Blue Cross Blue Shield of Illinois between 2016 and 2020. The fraudulent claims included charges for services allegedly performed while Brown was out of the country or when his medical license was suspended.

According to authorities, Brown used the proceeds from this scheme to support an expensive lifestyle. This included purchasing a home, acquiring a BMW X5 worth $100,000, traveling internationally, and shopping at luxury retailers such as Tiffany’s.

In 2024, a jury convicted Brown on all nine counts of healthcare fraud brought against him. On November 19, 2025, U.S. District Judge John F. Kness sentenced Brown to five years and ten months in federal prison and ordered him to pay $2,088,884 in restitution to Blue Cross Blue Shield.

The sentencing was announced by Andrew S. Boutros, United States Attorney for the Northern District of Illinois, along with Douglas S. DePodesta, Special Agent-in-Charge of the FBI’s Chicago Field Office.

“Defendant was motivated by greed,” Assistant U.S. Attorney Andréa L. Campbell stated in the government’s sentencing memorandum. “Defendant made the calculated decision to engage in a three-and-half-year fraud that benefited him and his lofty aspirations.”
