Attorney General Kwame Raoul has announced a $275,000 settlement with Staffing Network LLC, a temporary staffing agency accused of participating in an illegal no-poach agreement with other agencies. The settlement is intended to compensate temporary workers who were affected by the alleged unlawful practices.
“I am pleased that this settlement includes compensation for Illinois workers who were impacted by unlawful activity that limited wages and job opportunities,” Raoul said. “My office will continue to enforce laws that protect workers’ rights to fair wages and opportunities to better provide for their families.”
The Attorney General’s office filed a lawsuit in 2022 against six staffing agencies, including Staffing Network and Vee Pak LLC (operating as Voyant Beauty). The suit claimed these entities entered into a conspiracy not to solicit or hire each other’s employees. According to the lawsuit, Vee Pak acted as an intermediary, facilitating communication about the agreement and helping enforce it. The complaint further alleged that this arrangement harmed competition and interfered with temporary workers’ ability to pursue better jobs, higher wages, and improved benefits.
As part of the settlement, which is pending court approval, Staffing Network will pay $275,000 primarily for compensating affected temporary workers. The company must also implement compliance measures to ensure employees can work for employers of their choice and is prohibited from future conduct violating antitrust laws.
This resolution follows earlier settlements in related cases: American Quest Staffing Solutions, Inc. and Creative Staffing, Inc. agreed to pay $120,000 in December 2023; Midway Staffing, Inc. settled for $200,000 in June 2025. Three defendants—Alternative Staffing Inc., SureStaff LLC, and Vee Pak—remain in the case after a circuit court denied their motion to dismiss in April 2025.
Raoul’s actions are part of ongoing efforts by his office to address unlawful employment practices affecting Illinois workers. He has also led bipartisan initiatives through federal litigation opposing no-poach agreements impacting local employees.
