Attorney General Kwame Raoul has announced a $300,000 settlement with Surestaff LLC, a temporary staffing agency accused of participating in a no-poach agreement with other agencies. The settlement, pending court approval, will compensate Illinois temporary workers affected by the alleged unlawful agreement.
“This settlement will include compensation for Illinois workers who were affected by unlawful activity that limited wages and job opportunities,” Raoul said. “My office will continue to enforce laws that protect workers’ rights to fair wages and opportunities to better provide for their families.”
The lawsuit against Surestaff was filed in 2022 as part of broader legal action involving six staffing agencies and Vee Pak LLC (operating as Voyant Beauty). According to the Attorney General’s office, Vee Pak facilitated communication among the agencies regarding the no-poach agreement and helped enforce it. The complaint alleges that these actions reduced competition and harmed temporary workers by limiting their ability to seek improved employment terms.
Under the proposed settlement, Surestaff is required not only to pay $300,000 but also to implement compliance measures and ensure its employees are free to work for any employer they choose. The company is also prohibited from engaging in future conduct that would violate antitrust laws.
Legal proceedings continue against Alternative Staffing Inc. and Vee Pak after a circuit court denied motions to dismiss in April 2025.
This resolution follows other recent settlements secured by Raoul’s office concerning similar allegations: $275,000 from Staffing Network LLC in November, $200,000 from Midway Staffing Inc. in June 2025, and $120,000 from American Quest Staffing Solutions Inc. and Creative Staffing Inc. in December 2023.
These efforts are part of ongoing initiatives led by Raoul’s office aimed at protecting workers’ rights and addressing practices such as no-poach agreements that restrict employee mobility. Raoul has also led a bipartisan coalition of attorneys general opposing such agreements through federal litigation.
